La grève de la faim fut      suspendu lorsque le Département des Corrections et Réhabilitation      de la Californie (CDCR) a accepté de faire enquête sur les      revendications des prisonniers et prisonnières en plus de fournir      quelques minimes concessions immédiatement pour démontrer leur      bonne foi.&lt;br /&gt;      &lt;br /&gt;      Fâcheusement, CDCR a fait ces ententes en mauvaise foi et depuis a      propagé des mensonges à propos des accords, a menacé des      prisonniers et prisonnières et a conduit une campagne de relations      publiques défendant la torture dans ses prisons.&lt;br /&gt;      &lt;br /&gt;      Suite à cela, lundi le 26 septembre, plusieurs prisonniers et      prisonnières recommencèrent leur grève. La semaine dernière, plus      que 11,000 prisonniers ont refusé la nourriture. En reponse, CDCR      a arrêté les visites, a bani des avocates, et menace des      prisonniers avec des mésures disciplinaires.&lt;br /&gt;      &lt;br /&gt;      Les hommes dans les unités d'isolement à long terme sont détenus      dans leurs cellules, seuls, entre 22h et demie et 24 heures par      jour, on leur sert de la nourriture malsaine, ils sont punis      collectivement pour les actions d'individus et on leur refuse      régulièrement (et sans raison) l'accès à des programmes et à des      agréments qui sont considérés standards dans des établissements      semblables dans d'autres états et au niveau fédéral.&lt;br /&gt;      &lt;br /&gt;      Il a été démontré que l'isolement a des effets très graves sur la      santé physique et psychologique même après une courte période de      temps. Plusieurs des prisonniers californiens ont passé des      décennies à endurer de telles conditions.&lt;br /&gt;      &lt;br /&gt;      Cette deuxième grève promet d'être plus brutale que la première.      CDCR a promis de répondre plus cruellement pour supprimer la      grève. The hungerstrike was suspended when the California      Department of Corrections and Rehabilitation (CDCR) agreed to      address the prisoners demands, providing a few minor concessions      immediately as a gesture of good faith.&lt;br /&gt;      &lt;br /&gt;      Unfortunately, CDCR was operating in bad faith, and has since put      out lies about what had been agreed to, threatened prisoners with      retaliation, and conducted a public relations campaign defending      torture in its prisons.&lt;br /&gt;      &lt;br /&gt;      As a result, as of Monday, September 26, many prisoners have      resumed their strike. Last week, over 11,000 prisoners refused      food. CDCR has responded by banning visits, barring lawyers, and      threatening prisons with disciplinary reprisals.&lt;br /&gt;      &lt;br /&gt;      The men in Pelican Bay's Security Housing Unit are held in their      cells, alone, 22½-24 hours per day, they are served unsanitary and      unwholesome food, punished collectively for the actions of      individuals, and routinely - and without reason - denied access to      programs and amenities which are considered standard in similar      facilities in other states and at the federal level.&lt;br /&gt;      &lt;br /&gt;      Solitary confinement has been shown to have serious effects of      one’s physical and psychological health after even a small period      of time – many of the California prisoners have spent decades      enduring such conditions.&lt;br /&gt;      &lt;br /&gt;      This second strike promises to be more brutal than the first. CDCR      has promised to respond more viciously to suppress the strike. It was reported that at one point, there were  up to 6600 prisoners participating in the strike in California. The strike catalyzed a wave of solidarity &lt;span class="text_exposed_hide"&gt;...&lt;/span&gt;&lt;span class="text_exposed_show"&gt;actions. Across North America, banner drops, noise demos, and actions against local prison-industrial profiteers showed how widespread the feelings of discontent with the prison system really were.&lt;br /&gt; &lt;br /&gt; The strike was called off after negotiations with the California Department of Corrections and Rehabilitation (CDCR) seemed to net results that met some of the prisoners' five demands. However, in the past two months, the CDCR has shown no signs of following through on the agreement they reached with the prisoner negotiation team. Comme ils ont expliqué dans une déclaration:&lt;br /&gt;&lt;br /&gt;Nous avons mis fin à la grève de la faim le soir du 20 juillet 2011, sur la base d'interactions de gestionnaires de haut niveau du California Departement of Corrections and Rehabilitation (CDCR) avec notre équipe de médiateurs et aussi directement avec nous, au cours desquelles ils ont accepté de satisfaire quelques petites revendications tout de suite, dans un geste de bonne foi et pour nous assurer que chacune de nos quatre autres revendications vont recevoir une vraie attention, et que des changements significatifs seront implantés avec le temps. Ils ont été clairs: de tels changements n'arriveront pas en une nuit et ils ne seront pas implantés en réponse à une grève de la faim.&lt;br /&gt;&lt;br /&gt;En raison de difficultés à passer le mot à d'autres prisonniers à travers l'état (dont la plupart n'ont jamais été en contact direct avec la coalition qui nous soutien de l'extérieur, et donc plusieurs sont en isolement ou dans d'autres prisons supermax), ça a pris plusieurs jours avant que tous les prisonniers recommencent à manger.&lt;br /&gt;&lt;br /&gt;Durant ce temps, il y a eu de la confusion à l'extérieur, alors que les supporters ne savaient pas si c'était un tour joué par la CDCR. En plus, personne ne savait si la décision du Short Corridor Collective serait acceptée par les prisonniers à travers l'état (ce n'était pas clair si les prisonniers continuaient à jeûner parce qu'ils n'avaient pas entendu que c'était terminé ou s'ils voulaient continuer la grève de leur côté).&lt;br /&gt;&lt;br /&gt;En ce moment, finalement, c'est clair que tous les gens qui ont participé à la grève de la faim ont recommencé à manger.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Suites directes&lt;/b&gt;&lt;br /&gt;Plusieurs des préoccupations qui ont été soulevées durant la grève de la faim ont continué après le 21. Plusieurs membres de familles se sont vus refuser des visites avec leurs proches qui ont participé à la grève. Le protocole médical durant cette période de transition n'a dans certains cas simplement pas été suivi. Nous savons que plusieurs prisonniers ont été envoyés en isolement (ou ségrégation) pour avoir participé à la grève et ce n'est pas clair s'ils y sont encore ou non.&lt;br /&gt;&lt;br /&gt;Ceci a fait qu'une revendication s'est développée, soit qu'il ne devrait y avoir AUCUNE PUNITION contre les prisonniers, leurs familles et les autres supporters en lien avec la grève.&lt;br /&gt;&lt;br /&gt;Les réactions à la fin de la grève ont été partagées. Le Short Corridor Collective et plusieurs autres prisonniers ont crié victoire. Pourtant, d'autres prisonniers ont exprimé de la déception qu'un accord ait été atteint avec si peu de promesses de la part de la CDCR. À cause de la nature de cette grève, avec les participants coupés du monde extérieur, ça pourrait prendre des semaines, voire des mois, avant qu'on ait une meilleure idée de comment cette résolution est perçue.&lt;br /&gt;&lt;br /&gt;Mais s'il y a une chose sur laquelle tout le monde semble s'entendre, c'est que la grève ne peut être vue que comme un premier pas. Sans une pression continue, le CDCR va certainement refuser tout changement significatif et tout gain obtenu pourrait n'être qu'illusoire. Pour le moment, les supporters de l'extérieur se concentrent à mobiliser pour le 23 août, quand le député de San Francisco Tom Ammiano et le Comité de Sécurité Publique de l'Assemblée de l'état de Californie ont accepté d'examiner les conditions au SHU de Pelican Bay. En dedans, les leaders de la grève ont affirmé que si des changements n'arrivaient pas, ils recommenceraient leur jeûne.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;À Montréal&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Le Comité de Soutien à la Grève de la Faim de Montréal s'est formé sur une base ad hoc pour s'assurer qu'il y aurait des activités dans cette ville pour soutenir les grévistes de la faim californiens.&lt;br /&gt;&lt;br /&gt;Nos activités ont rapidement dépassé ces attentes initiales. Un piquetage hebdomadaire a été tenu devant le consultat des États-Unis. Nous avons aussi organisé une manifestation de bruit qui a rendu visite à 5 prisons le 3 juillet et avons mené une visite guidée éducative sur les entreprises locales qui font de l'argent avec l'industrie des prisons le 16 juillet.&lt;br /&gt;&lt;br /&gt;Bien que ces activités aient été des succès dans le sens qu'elles étaient organisées par un très petit groupe de gens en très peu de temps, la participation à nos événements a été plutôt petite. Il peut être difficile de mobiliser les gens autour des enjeux des prisonniers, surtout quand les prisonniers en question sont dans un autre pays, et que les gens ici ne sont pas familiers avec les conditions contre lesquelles ils protestent. Nous espérons que même si la grève s'est terminée, les gens vont prendre le temps d'en apprendre plus sur cette lutte.&lt;br /&gt;&lt;br /&gt;La lutte contre les prisons aux États-Unis n'est pas séparée de notre propre lutte contre les prisons dans ce pays. Pour les policiers, politiciens et hommes d'affaire canadiens, les États-Unis ont toujours été un exemple positif de mesures répressives à appliquer ici. En effet, il y a quelques années seulement des responsables du Canada ont visité des prisons supermax, avec exactement cela en tête. As they explained in a subsequent statement:&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;We ended the hunger strike the evening of July 20, 2011, on the basis of California Department of Corrections and Rehabilitation’s top level administrators’ interactions with our team of mediators, as well as with us directly, wherein they agreed to accede to a few small requests immediately, as a tangible good faith gesture in support of their assurance that all of our other issues will receive real attention, with meaningful changes being implemented over time. They made it clear: such changes would not happen over night, nor would they be made in response to a hunger strike going on.&lt;/blockquote&gt;&lt;br /&gt;Due to difficulties getting the word out to other prisoners across the state – most of whom were not ever in direct contact with the outside support coalition, and many of whom were in segregation or in other supermaxes – it was several days before all prisoners had resumed eating.&lt;br /&gt;&lt;br /&gt;During this same time, there was some confusion on the outside, as supporters were unsure whether this was one of CDCR’s tricks. Furthermore, nobody knew for sure if the Short Corridor Collective’s decision would be accepted by prisoners across the state – it was unclear if prisoners were still fasting because they had not heard it was over, or if they intended to continue the strike on their own.&lt;br /&gt;&lt;br /&gt;By this point, however, it is clear: at present, everyone who participated in the hungerstrike has recommenced eating.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Immediate Aftermath&lt;/b&gt;&lt;br /&gt;Many of the concerns that had arisen during the hungerstrike continued after the 21st. Some family members found that they were being denied visits with their loved ones who had been on strike. Medical protocol during this transitional period was in some cases simply not followed. We know of several prisoners who had been sent into segregation (i.e. solitary confinement) for participating in the strike, and it is unclear whether they remain there or not.&lt;br /&gt;&lt;br /&gt;As a result, one call that developed at this time, was that there should be NO RETALIATION of any sort against prisoners, their families, or other supporters as a result of the strike.&lt;br /&gt;&lt;br /&gt;Reaction to the strike ending has been mixed. The Short Corridor Collective and many other prisoners have declared victory. Some prisoners, however, have expressed disappointment that an agreement was reached with CDCR promising so little in return. Because of the nature of this strike, with the participants cut off from the outside world, it may be weeks or even months before we have a better idea of how this resolution is viewed.&lt;br /&gt;&lt;br /&gt;One thing everyone seems to agree on, though, is that the strike can only be seen as the first step. Without ongoing pressure, CDCR will certainly refuse any meaningful changes, and any gains that have been made with prove illusory. In their vein, outside supporters are now focusing on mobilizing for August 23rd, when San Francisco Representative Tom Ammiano and the Public Safety Committee in the State Assembly of California have agreed to hold to examine conditions in the Pelican Bay SHU. On the inside, strike leaders have stated that if changes are not forthcoming, they may resume their fast.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;In Montreal&lt;/b&gt;&lt;br /&gt;The Montreal Hunger strike Support Committee formed on a fairly ad hoc basis to ensure that there would be some kind of activity in this city in support of the California hunger strikers.&lt;br /&gt;&lt;br /&gt;Our activity quickly exceeded these initial expectations. A weekly picket was held outside the U.S. consulate. we also held a noise demonstration which visited 5 local prisons on July 3rd, and conducted an educational tour of local businesses making money off of the prison industry on July 16th.&lt;br /&gt;&lt;br /&gt;While these activities were a success in the sense they were organized by a very small group of people in very little time, numbers at our events were quite small. Mobilizing people around prisoners' issues can be difficult, especially when the prisoners in question are in another country, and people here are unfamiliar with the conditions they are protesting. We hope that even though the strike has ended, people will take the time to learn more about this struggle.&lt;br /&gt;&lt;br /&gt;The fight against U.S. prison abuse is not separate from our own fight against prisons in this country. For Canadian cops, politicians and businessmen, the United States has often provided a positive example for repressive measures to be taken here. Indeed, just a few years ago prison officials from Canada visited a U.S. supermax, with just that in mind. Celle-ci inclue quelques modestes gains immediats ainsi que leur engagement à serieusement considerer les autres revendications, les appels à la fin de la grève de la faim. Par contre, selon les informations accessibles les plus recentes, les prisonniers d'au moins une des prisons Californiennes, la "Corcoran state prison", continuent toujours la grève de la faim.&lt;br /&gt;&lt;br /&gt;Les leaders de la grève ont fait appel au sympatisants à l'exterieur des prisons pour continuer cette lutte et s'assurer que le DCRC donnera suite à ses engagements en appliquant son offre. However, as of the most recent information available, prisoners in at least one California prison, Corcoran State Prison, were still continuing the hunger strike.&lt;br /&gt;&lt;br /&gt;Also, the strike leaders have called upon supporters outside prison to continue this fight and make sure that the CDCR follows through with implementing its offer. A state legislative hearing on the matter will be held in California on August 23rd. Près de cent mille d'entre eux sont en isolement.&lt;br /&gt;&lt;br /&gt;Alors que des milliers de nouvelles cages se construisent pour accommoder une augmentation massive du nombre de prisonniers, entre 2005 et 2012, le budget du Service Correctionnel du Canada (SCC) aura doublé. À la recherche des « meilleurs » moyens de garder de plus en plus de gens derrière les barreaux, des responsables du SCC ont visité des prisons « supermax » aux États-Unis, semblables à la Prison d'État de Pelican Bay où des prisonniers sont en grève de la faim depuis le 1er juillet.&lt;br /&gt;&lt;br /&gt;Au Canada, les autochtones et les personnes de couleur sont détenus en plus grande proportion que leur nombre et ces tendances ne vont aller qu'en empirant vu le nouveau projet de loi sur le crime du gouvernement. Alors que les Premières Nations, les communautés opprimées et les gens pauvres sont ciblés par cette attaque de la classe dirigeante, d'autres vont tenter de faire de l'argent facile avec cette nouvelle expansion du système carcéral. Des architectes, des ingénieurs, des entreprises de construction (sans parler des gardiens de prison eux-mêmes) vont tous profiter des milliers de nouveaux détenus.&lt;br /&gt;&lt;br /&gt;En même temps, au sud de la frontière, de nombreux prisonniers en Californie sont en grève de la faim depuis le 1er juillet. Pendant des années ces hommes ont été détenus dans leurs cellules, seuls, durant 22 heures et demie à 24 heures par jour, avec de la nourriture malsaine et des punitions collectives en réponse à des actions d'individus. De plus, ils se voient régulièrement (et sans raison) refuser l'accès à des programmes et avantages qui sont considérés comme la norme dans plusieurs établissements dans d'autres États et au niveau fédéral.&lt;br /&gt;&lt;br /&gt;C'est pourquoi les grévistes de la faim mettent leurs vies en jeu. Comme l'a dit Mutope DuGuya, prisonnier à Pelican Bay: « Personne ne veut mourir. Mais dans le présent système qui équivaut à de la torture intense, quel autre choix avons-nous? Searching for the “best” ways to keep more and more people locked up, CSC officials have visited "supermax" prisons in the U.S. similar to Pelican Bay State Prison, where prisoners have been on hunger strike since July 1.&lt;br /&gt;&lt;br /&gt;Canada already locks up Indigenous people and people of color out of all proportion to their numbers, and these trends will only be exacerbated by the government’s proposed crime bill. As First Nations, oppressed communities and poor people are all targeted by this ruling class attack, others will seek to make a quick buck off of this new expanded prison system. Architects, engineers, construction firms – not to mention the prison guards themselves – all stand to profit from the thousands of new prisoners.&lt;br /&gt;&lt;br /&gt;At the same time, south of the border, scores of prisoners in California have been on hunger strike since July 1st. Nos groupes travaillent avec des prisonniers au Canada,     aux États-Unis et ailleurs et nous sommes bien au courant des lois     et Conventions qui s’appliquent au traitement des prisonniers. Il     est évident que les mauvais traitements des hommes incarcérés dans     cette SHU et dans d’autres institutions similaires (par exemple le     prison Corcoran) constituent une violation flagrante de leurs droits     humains.&lt;br /&gt;&lt;br /&gt;Nous croyons que les cinq revendications centrales que ces hommes     demandent ne sont aucunement déraisonnables. Ces revendications     sont:&lt;br /&gt;&lt;br /&gt;• Éliminez les punitions collectives;&lt;br /&gt;• Abolissez la politique de débriefing et modifier le critère de     statut de gang actif/inactif;&lt;br /&gt;• L’appliquez de la recommandation de la Commission états-unienne     sur la Sécurité et les Abus en Prison (2006) de mettre fin à     l’isolement à long-terme;&lt;br /&gt;• Fournissez une nourriture adéquate;&lt;br /&gt;• Augmenteez et offrez des programmes constructifs et des privilèges     aux détenus indéfinis de la SHU(1)&lt;br /&gt;&lt;br /&gt;Ce qui est déraisonnable est le fait que ces prisonniers ont été     poussés au point qu’ils sentent qu’ils n’ont pas d’autre choix que     de faire une démonstration publique de se refuser à eux-mêmes un     besoin fondamental pour tous les êtres humains (la nourriture) afin     d’être entendus. Nous sommes sérieusement préoccupés du fait qu’ils     aient épuisé toutes les autres avenues pour faire respecter leurs     droits fondamentaux dans le système carcéral californien.&lt;br /&gt;&lt;br /&gt;Nous croyons fermement que les autorités pénitentiaires devraient     appliquer à ces prisonniers qui manifestent en faisant la grève de     la faim les Règles minima pour le traitement des détenus, qui ont     été adoptées par les Nations Unies.&lt;br /&gt;&lt;br /&gt;Comme l’a déclaré le prisonnier Mutope Duguma: “Il devrait être     clair pour chacun qu’aucun des participants à cette grève de la faim     ne veut mourir […].”(2)&lt;br /&gt;&lt;br /&gt;La communauté internationale surveille la situation de très près. Our groups have been working with     prisoners in Canada, the USA and beyond, and we are well aware of     the laws and Conventions that apply to the treatment of prisoners.     Clearly, the mistreatment of the men incarcerated at this SHU and     other similar institutions (e.g. Corcoran prison) constitutes a     blatant violation of their human rights.&lt;br /&gt;&lt;br /&gt;We believe that the men’s five core demands are in no way     unreasonable. These demands are:&lt;br /&gt;&lt;br /&gt;• Eliminate group punishments;&lt;br /&gt;• Abolish the debriefing policy and modify active/inactive gang     status criteria;&lt;br /&gt;• Comply with the recommendations of the US Commission on Safety and     Abuse in Prisons (2006) regarding an end to long-term solitary     confinement;&lt;br /&gt;• Provide adequate food;&lt;br /&gt;• Expand and provide constructive programs and privileges for     indefinite SHU inmates.(1)&lt;br /&gt;&lt;br /&gt;What is unreasonable is the fact that these prisoners have been     pushed to the brink and feel they have no choice but to make a     public demonstration of denying themselves one of the basic needs of     all human beings – food – in order to be heard. The fact that they     have exhausted all other avenues in order to have their basic human     rights respected raises serious concerns about the California prison     system.&lt;br /&gt;&lt;br /&gt;We strongly believe that prison authorities must apply the Standard     Minimum Rules for the Treatment of Prisoners which was adopted by     the United Nations to these protesting, hungerstriking prisoners.&lt;br /&gt;&lt;br /&gt;As prisoner Mutope Duguma has stated: “It should be clear to     everyone that none of the hunger strike participants want to die     […].”(2)&lt;br /&gt;&lt;br /&gt;The International Community is watching very closely. People chanted “From Guantanamo to Pelican Bay, There’s Blood on the Hands of the USA”, and “2-3-4-5, No Prisoner Has To Die, 5-6-7-8 Show Support, Smash the State”. As reported on the &lt;a href="http://www.sabotagemedia.anarkhia.org/2011/07/montreal-demos-in-solidarity-with-pelican-bay-prisoners/"&gt;sabotage media website&lt;/a&gt;, on Sunday, July 3rd, dozens of people staged a wandering noise demonstration, appearing first at Laval’s prison complex, which includes the Federal Training Center, Montée St-François Institution, Leclerc Institution, and the Canadian Immigration Prevention Center which holds immigrants whom are awaiting deportation and is operated as if it was a maximum-security penitentiary.&lt;br /&gt;&lt;br /&gt;Bypassing the prison guards who attempted to block their way, the demonstrators held their banners up to the prison fence, shouting slogans such as “Our Passion For Freedom is Stronger Than Their Prisons” and shooting fireworks. The group then made its way to Bordeau men’s and Tanguay women’s detention center in Montreal, once again chanting, carrying banners and setting off fireworks.&lt;br /&gt;&lt;br /&gt;Against the backdrop of Canada's impending prison boom, and with the example of mass incarceration south of the border, anti-prison activism is becoming an increasingly important site of struggle here. margin-right: 1em;"&gt;&lt;img border="0" height="240" src="http://2.bp.blogspot.com/-wODlvS7Apfs/ThNjGqr33JI/AAAAAAAAACI/_pfMA-hyTJQ/s320/banner_photo.jpg" width="320" /&gt;&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;&lt;b&gt;When: 12pm – 1:30pm, every Friday starting July 8, for as long as the strike continues&lt;br /&gt;Where: the United States Consulate at 1155 rue St-Alexandre (metro Place des Arts)&lt;br /&gt;&lt;/b&gt;&lt;br /&gt;Since July 1st, prisoners in the long-term isolation unit at Pelican Bay and other prisons in California have been on an indefinite hunger strike to try to win some modest improvements to their conditions.&lt;br /&gt;&lt;br /&gt;These men are held in their cells, alone, 22½-24 hours per day, they are served unsanitary and unwholesome food, punished collectively for the actions of individuals, and routinely - and without reason - denied access to programs and amenities which are considered standard in similar facilities in other states and at the federal level.&lt;br /&gt;&lt;br /&gt;Solitary confinement has been shown to have serious effects of one’s physical and psychological health after even a small period of time – many of the California prisoners have spent decades enduring such conditions.&lt;br /&gt;&lt;br /&gt;At the unsubstantiated word of another coerced inmate or at the whim of a prison administrator, prisoners are forced into this hellish life. Once in isolation, the only way out is to “debrief” or inform on other prisoners, who will then in their turn be subjected to isolation. This creates a vicious circle of unreliable and often false accusations elicited by means of torture.&lt;br /&gt;&lt;br /&gt;In response to these conditions, scores of men locked inside Pelican Bay and other facilities have united in pledging to put their own lives on the line. As James Crowford and Mutop DuGuya from Pelican Bay explain, “No one wants to die. Yet under this current system of what amounts to intense torture, what choice do we have? If one is to die, it will be on our own terms.”&lt;br /&gt;&lt;br /&gt;The prisoners’ demands are modest ones:&lt;br /&gt;&lt;br /&gt;1. Eliminate group punishments.&lt;br /&gt;2. Abolish the debriefing policy and modify active/inactive gang status criteria.&lt;br /&gt;3. Comply with the recommendations of the US Commission on Safety and Abuse in Prisons (2006) regarding an end to longterm solitary confinement.&lt;br /&gt;4. Provide adequate food.&lt;br /&gt;5. Expand and provide constructive programs and privileges for indefinite SHU inmates.&lt;br /&gt;&lt;br /&gt;The United States presently holds over 2,300,000 prisoners, and according to some studies almost 100,000 of them are in isolation. Meanwhile, here in Canada, Indigenous people and people of color out of all proportion to their numbers, and these trends will only be exacerbated by the government’s proposed crime bill.&lt;br /&gt;&lt;br /&gt;Between 2005 and 2012 the Correction Services Canada (CSC) budget will have doubled, as many new prisons are being built to accommodate a massive increase in the number of prisoners. Searching for the “best” ways to keep more and more people locked up, CSC officials have visited "supermax" prisons in the U.S. similar to Pelican Bay. Canada is adopting the crime and punishment policies of the country with the world's highest incarceration rate. To support the fight of tortured prisoners in the US is to fight against the Canadian government's attempts to implement and expand similar policies here!&lt;br /&gt;&lt;br /&gt;Starting on July 8 and for the duration of the hunger strike, there will be weekly pickets at the U.S. consulate, 1155 rue St-Alexandre, every Friday at 12h. Plusieurs des prisonniers californiens ont passé des décennies à endurer de telles conditions.&lt;br /&gt;&lt;br /&gt;Pour une dénonciation sans fondement et forcée d'un autre détenu ou pour le caprice d'un officiel de la prison, les prisonniers sont condamnés à cette vie d'enfer. Une fois en isolement, la seule manière d'en sortir est de dénoncer d'autres prisonniers, qui seront à leur tour placés en isolement. Ceci crée un cercle vicieux d'accusations incertaines et souvent fausses obtenues sous la torture.&lt;br /&gt;&lt;br /&gt;En réponse à ces conditions, de nombreux hommes détenus à Pelican Bay et dans d'autres prisons se sont unis et se sont engagés à mettre leur vie en jeu. Comme James Crowford et Mutop DuGuya de Pelican Bay expliquent: « Personne ne veut mourir. Mais dans le système actuel qui équivaut à de la torture intense, quel choix avons-nous? Si nous devons mourir, ce sera sur nos propres termes. »&lt;br /&gt;&lt;br /&gt;Les revendications des prisonniers sont modestes:&lt;br /&gt;&lt;br /&gt;1. Éliminez les punitions collectives.&lt;br /&gt;2. Abolissez la politique de débriefing et modifiez le critère de statut de gang actif/inactif.&lt;br /&gt;3. Appliquez la recommandation de la Commission états-unienne sur la Sécurité et les Abus en Prison (2006) de mettre fin à l'isolement à long-terme.&lt;br /&gt;4. Fournissez une nourriture adéquate.&lt;br /&gt;5. Augmentez et offrez des programmes constructifs et des privilèges aux détenus indéfinis de la SHU&lt;br /&gt;&lt;br /&gt;Les États-Unis comptent présentement plus de 2 300 000 prisonniers et d'après certaines études près de 100 000 d'entre eux sont en isolement. Entre temps, ici au Canada, les autochtones et les personnes de couleur sont détenus en plus grande proportion que leur nombre et ces tendances ne vont aller qu'en empirant vu le nouveau projet de loi sur le crime du gouvernement.&lt;br /&gt;&lt;br /&gt;En 2005 et 2012, le budget du Service Correctionnel du Canada (SCC) aura doublé, alors que plusieurs nouvelles prisons sont construites pour suivre l'augmentation massive du nombre de prisonniers. À la recherche des « meilleurs » moyens pour maintenir de plus en plus de gens derrière les barreaux, des responsables du SCC ont visité des prisons « supermax » aux États-Unis semblables à celle de Pelican Bay. Le Canada suit les politiques de crime et châtiment du pays qui a le plus haut taux d'incarcération au monde. Soutenir la lutte des prisonniers torturés aux États-Unis c'est soutenir la lutte contre les tentatives du gouvernement canadien d'implanter et de développer des politiques semblables ici!&lt;br /&gt;&lt;br /&gt;À partir du 8 juillet et pour la durée de la grève de la faim, il y aura des vigiles hebdomadaires au consulat des États-Unis, au 1155 rue St-Alexandre, chaque vendredi à midi. The rate of participation exceeded the strike organizers’ expectations.  In unit D1, the first unit for which we know the numbers, 43 out of 52 prisoners refused their food.  The remaining 9 are older or ill prisoners, who the organizers advised not to participate.&lt;br /&gt;&lt;br /&gt;The men on Hunger Strike at Pelican Bay are worried about the medical situation, particularly Dr. Sayre. The prisoners are “horrified at the inevitability that this man will be directly responsible for our care once we reach the depths of the strike.” Bryan* [the prisoner] was talking about questions the men have about the rally on the 9th  in San Francisco and then says:&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;They [the other hunger strikers] also really wanted me to press our concern regarding “Doctor” Michael C. Sayre, “M.D.”. We think it could be helpful for you [outside supporters] to look into the Dept. of Health Professional Licensing Services Medical Investigations Units, Confidential Investigative Report, prepared for the Medical Disciplinary Board, Case #92-11-0022MD. On 7-7-92 an inmate at the Walla Walla State Penitentiary sustained a fractured right ankle and Dr. Scott Hutson scheduled him for surgery. In short, Michael Sayre was the anesthesiologist at St. Mary Medical Center and ended up being directly responsible for the inmate’s death. According to hospital Quality Assurance reports (pg 83), mechanical ventilation of this patient did not occur because the machine was never turned on resulting in severe hypoxic cerebral damage. This story was reported on in the [Walla Walla] Union-Bulletin as well on Sun., Sept. 20, 1992. The victim was Leonard Stephens.&lt;br /&gt;&lt;br /&gt;It would also be diligent to ask Coalition members if they have any information on Sayre’s involvement in the forced feeding of a mentally ill man here [at Pelican Bay] which drew a complaint and if they have a copy the declaration of Everett D. Allen M.D. (?) Believe me when I tell you that any person who cared even in the slightest about basic human decency would be shocked at two or three of these complaints but the totality of it all floors me that this man still works in health care.&lt;br /&gt;&lt;br /&gt;We’re horrified at the inevitability that this man will be directly responsible for our care once we reach the depths of the strike. But I personally will not be deterred from my commitment to prove to this administration that I’ve taken my last meal under these conditions, as of the 1st, even if it means almost certain physical abuse and disregard of humane care at this man’s hands. All I can do is hope that your voice at that point is heard. It could really make the difference we’ve discussed. But I’m not fooling myself….this will be brutal. These men are held in their cells, alone, 22½-24 hours per day, with any remainder spent alone in an exercise yard. At the unsubstantiated word of another coerced inmate or at the whim of a prison administrator, prisoners are forced into this hellish life which has been clearly shown to induce psychological breakdown. The only way out is to “debrief” or inform on other prisoners. This creates a vicious circle where men desperate to escape to even slightly less miserable circumstances will give rumours, allegations, or even baseless fiction as evidence, earning unaffiliated or inactive prisoners active gang member status. They in turn can only get out of isolation by debriefing on gang activities or members of which or whom they may know nothing, a situation which clearly induces false accusations.&lt;br /&gt;&lt;br /&gt;In addition to mentally- and spiritually-fatal isolation, these prisoners are served unsanitary and unwholesome food, punished collectively for the actions of individuals, and routinely - and without reason - denied access to programs and amenities which are considered standard in similar facilities in other states and at the federal level, including self-help and educational programs, one phone call per week, and warm clothing.&lt;br /&gt;&lt;br /&gt;In response to these conditions, and in direct contradiction of their portrayal as monsters who must be kept apart for their own safety, scores of men locked inside Pelican Bay and other facilities have united in pledging to put their own lives on the line in protest against these conditions. In the tradition of Bobby Sands – who died on hunger strike against the indignity of imprisonment 30 years ago – and supported by other prisoners undertaking strikes of limited duration, as well as unimprisoned supporters across the continent, they are starving themselves for 5 modest changes:&lt;br /&gt;&lt;ol&gt;&lt;li&gt;Eliminate group punishments.&lt;/li&gt;&lt;li&gt;Abolish the debriefing policy and modify active/inactive gang status criteria.&lt;/li&gt;&lt;li&gt;Comply with the recommendations of the US Commission on Safety and Abuse in Prisons (2006) regarding an end to longterm solitary confinement.&lt;/li&gt;&lt;li&gt;Provide adequate food.&lt;/li&gt;&lt;li&gt;Expand and provide constructive programs and privileges for indefinite SHU inmates.&lt;/li&gt;&lt;/ol&gt;&lt;br /&gt;The US now holds over 2,000,000 prisoners, almost 100,000 of them in isolation. There are signs that this approach is being increasingly introduced into Canadian prisons. The federal government is doubling the Correction Services Canada (CSC) budget and building many new prisons to accommodate a massive rise in the number of prisoners as a result of new and upcoming legislation (for example, the “omnibus crime bill”) which all amount to one thing: more people in prison for longer. Searching for the 'best' ways to keep increasing numbers of Canadians locked up, CSC officials have visited "supermax" prisons in the US similar to Pelican Bay and estimated the cost of building additional long-term isolation units (or 'SHUs'). Canada is adopting the crime and punishment policies of the country with the world's highest incarceration rate.&lt;br /&gt;&lt;br /&gt;To support the fight of tortured SHU inmates in the US is to fight against the Canadian government's attempts to implement and expand those policies here. Long-term isolation exists in Canada and must be abolished, but instead, if the ruling class gets its way, the practice will be expanded immensely. Ces hommes restent seuls dans leurs cellules, de 22 à 24 heures par jour. Le reste du temps, ils le passent seuls dans une cour d’exercice. À cause d’une accusation non corroborée fait par autre détenu sous contraintes ou du coup de tête d’un bureaucrate de la prison, les prisonniers sont forcés à vivre dans cet enfer; un endroit qui mène avec certitude à une détérioration psychologique. La seule façon d'en sortir est de devenir un délateur&amp;nbsp;; c'est à dire en donnant de l’information au sujet d’autres prisonniers. De la sorte, cela crée un cercle vicieux où des hommes cherchant désespérément à s’échapper vers des conditions un peu moins misérables donneront pour réponse des rumeurs qui circulent, des allégations ou même des faits inventés de toute pièce. Ces déclarations deviennent des preuves qui permettent de faire passer le statut de certains prisonniers de non affilié ou inactif à membre de gang actif. Ces personnes ne pourront sortir d’isolement seulement qu’en donnant de l’information à propos d’activités ou de membres de gang desquels ils peuvent très bien n'en avoir aucune idée. Cette situation provoque évidemment de fausses accusations.&lt;br /&gt;&lt;br /&gt;En plus d’être dans des conditions d'isolement fatales mentalement et spirituellement, ces prisonniers se font servir des aliments insalubres et malsains, ils se font punir en collectivité pour des actions qu'ils ont commis individuellement et il se voient refusés régulièrement – et sans raison – l’accès aux programmes et installations considérés de base dans des établissements similaires dans d’autres États et aussi par le gouvernement fédéral. Ceux-ci comprenent des programmes d’épanouissement personnel et d’éducation, un appel téléphonique par semaine et des vêtements chauds.&lt;br /&gt;&lt;br /&gt;Pour réagir contre ces conditions et en contredisant directement le portrait que l'on fait d'eux comme étant des monstres devant être gardés à l'écart pour leur propre sécurité, des douzaines d’hommes emprisonnés entre quatre murs à Pelican Bay et dans d’autres établissements se sont unis et engagés à mettre leur vie en jeu pour protester contre ces conditions. Conformement à la tradition de Bobby Sands qui mourut il y a 30 ans lors d’une grève de la faim contre l’indignité de vivre en captivité, avec le soutien d’autres prisonniers aussi en grève de la faim, mais d’une durée limitée, et avec en plus la solidarité de plusieurs sympathisantEs à travers le continent, ces prisonniers se privent de nourriture pour appuyer leur demande de cinq modestes changements :&lt;br /&gt;&lt;ol&gt;&lt;li&gt;L’élimination des peines de groupe.&lt;/li&gt;&lt;li&gt;L’abolition des politiques de délation et la modification du critère relié au statut de gang actif/inactif.&lt;/li&gt;&lt;li&gt;La conformité aux recommandations faites par la commission des États-Unis sur la sécurité et la violence en prison (2006) par rapport à la fin de l’isolement cellulaire à long terme.&lt;/li&gt;&lt;li&gt;Fournir des aliments adéquats.&lt;/li&gt;&lt;li&gt;Accroître et fournir des programmes constructifs et des privilèges pour les détenus enfermés dans les ULS pour une durée indéterminée.&lt;/li&gt;&lt;/ol&gt;&lt;br /&gt;&lt;br /&gt;Les États-Unis comptent à ce jour plus de 2 000 000 de prisonniers et prisonnières. Près de 100 000 d’entre eux et elles sont en isolement. Des signes avant-coureurs démontrent que cette démarche est de plus en plus utilisée dans les prisons canadiennes. Le gouvernement fédéral a doublé le budget du Service Correctionnel du Canada (SCC) et construit présentement plusieurs autres prisons pour accueillir la montée fulgurante du nombre de prisonniers et prisonnières causée par de nouveaux projets de loi (par exemple, le « projet de loi omnibus sur le crime »). Ces derniers aboutissent tous à la même chose : plus de personnes en prison pour plus longtemps. Voulant développer les « meilleure » dispositifs pour pallier à l'augmentation du nombre de personnes sous verrou au Canada, les agentEs du SCC ont&amp;nbsp; été visiter des prisons « supermax » aux États-Unis qui sont similaires à Pelican Bay. Ils ont ensuite estimés les coût de la construction d’autres unités de logements pour isolement à long terme (ou « USLs »). Le Canada est en train d'adopter les politiques liées au crime et aux châtiments du pays avec le plus haut taux d’incarcération au monde. Soutenir le combat des détenus torturés qui résident dans des ULS aux États-Unis veut aussi dire combattre les tentatives d’exécution et d’accroissement de ces politiques ici-même, de la part de gouvernement canadien. L’isolement à long terme existe au Canada et doit être aboli. Si la classe dirigeante obtient ce qu’elle veut, cette pratique s'amplifiera de façon considérable. Lawyers and advocates who have been in contact with the prisoners will hold a press conference&amp;nbsp;Thusday June 30th at the Oakland Federal Building, at 11am to rally support for the strike and put pressure on the California Department of Corrections and Rehabilitation (CDCR) to respond to the prisoners’ demands.&amp;nbsp;Prisoners have delivered their demands to&amp;nbsp;Pelican&amp;nbsp;Bay&amp;nbsp;warden&amp;nbsp;Greg Lewis, the CDCR, and to Governor Jerry Brown. Their demands include an end to long-term solitary confinement, collective punishment, and forced interrogation on gang affiliation. The prisoners have also stated that they are willing to give up their lives unless their demands are met.&lt;br /&gt;&lt;br /&gt;"The prisoners inside the SHU at&amp;nbsp;Pelican&amp;nbsp;Bay&amp;nbsp;know the risk that they are taking going on hunger strike,” says Manuel LaFontaine, of All of Us or None, an organization that supports former prisoners and part of a Bay Area-based Prisoner Hunger Strike Solidarity coalition supporting&amp;nbsp;Pelican&amp;nbsp;Bay’s prisoners. La Fontaine continues, “The CDCR must recognize that the SHU produces conditions of grave violence,&amp;nbsp;such&amp;nbsp;that people lose their lives in there all the time." U.S.&amp;nbsp;and international human rights organizations have condemned Security Housing Units as having cruel, inhumane, and torturous conditions. SHU prisoners are kept in windowless, 6 by 10 foot cells, 23½ hours a day, for years at a time. The CDCR operates four Security Housing Units in its system at&amp;nbsp;Corcoran,California&amp;nbsp;Correctional Institution, Valley State Prison for Women as well as&amp;nbsp;Pelican&amp;nbsp;Bay.&lt;br /&gt;&lt;br /&gt;Recent work and hunger strikes in&amp;nbsp;Georgia&amp;nbsp;and&amp;nbsp;Ohio&amp;nbsp;prisons were successful in both winning some concessions and alerting the public to the conditions inside&amp;nbsp;US&amp;nbsp;prisons. "People who are in prison are already being punished.&amp;nbsp;They are still human beings and should not have to lose their civil and human rights" says Karen Shain, a lawyer with Legal Services for Prisoners with Children.&lt;br /&gt;&lt;br /&gt;Pelican&amp;nbsp;Bay’s hunger strike begins amidst the recent landmark Supreme Court ruling condemning&amp;nbsp;California’s prison overcrowding and order the reduction of its population by at least 33,000 people. At the center of the overcrowding ruling were dozens of prisoner deaths a year due to the lack of basic medical and other healthcare. font-family:arial, sans-serif;"&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;Le 1er juillet 2011, entre 50 et 100 prisonniers de la Pelican Bay&lt;br /&gt;State Prison en Californie résidant dans le couloir D des unités de&lt;br /&gt;logement sécuritaire (ULS) commenceront une grève de la faim illimitée.&lt;br /&gt;Le couloir D (aussi appelé le « petit » couloir) a le plus haut niveau&lt;br /&gt;d'incarcération restreinte de l'État et quelques-unes des conditions les&lt;br /&gt;plus strictes des États-Unis. Les conditions de leur séquestration sont&lt;br /&gt;extrêmement sévères dans le but de les forcer à fournir de l'information&lt;br /&gt;sur d'autres prisonniers à propos de leurs activités criminelles ou&lt;br /&gt;reliées à des gangs.&lt;br /&gt;&lt;br /&gt;Les ULS sont conçues pour détruire le restant d'humanité d'un individu,&lt;br /&gt;en plus de leur capacité de résister les contraintes de leur&lt;br /&gt;emprisonnement qui les torturent. The D corridor (also known as the "short" corridor) has the highest level of restricted incarceration in the state, and among the most severe conditions in the United States.  The conditions of their confinement are extremely harsh in order to force them to offer up information about criminal or gang activity of other prisoners. These prisoners will be joined in their hunger strike by other prisoners across the state.&lt;br /&gt;&lt;br /&gt;SHU's are designed to destroy human beings, along with their capacity to resist the constraints of the imprisonment by which they are tortured. They are protesting deplorable prison conditions -  see below for details.&lt;/i&gt;&lt;br /&gt;&lt;i&gt;&lt;br /&gt;&lt;/i&gt;&lt;br /&gt;&lt;i&gt;A vegan dinner will be provided, courtesy  of Food Not Bombs.
